Unless ones playing an Massivly Multyplayer Online Game which may experience up to 300+ active people all using twitch based speed controls with time stacking, interactive environmentally sinked key strokes "where the average user is making 2-5 commands + movement in a 3d environment + awareness of whats happening in that invironment over all + the usually communications" most internet users are unlikly to notice the difference between the web speed one day to the next, or when moving locations "unless dialup" if their interaction with the web isnt dependant on sub second interactions.
then Pings below 20 are favorable... as their is a noticable advantage "if the servers can handle it"
However most people will find a ping in the range of 20-80 verry nice within Australia and wont notice their lag untill they run across someone with sub 20 in a sub second online environment which is uncommon for most users "altho far less uncommon as it was 10 years ago"
Its disappointing that once one leaves the Australian border the connection adds noticeable lag with a bounce to 250+ and a 1/2 second+ delay with synchronization
